Use a fractional expert when
- The work recurs but does not justify a full-time role
- Senior judgement is needed more than production capacity
- The scope can have clear outcome ownership and availability windows
- The organisation expects to build or hire later and needs a bridge

Use a project pod when
- One deliverable requires several disciplines to work as a unit
- Interfaces and acceptance criteria can be defined
- The client has a product owner but lacks specialist execution capacity
- A broad CRO or consultancy scope would add unnecessary layers

Make a permanent hire when
- The decisions and stakeholder relationships are enduring
- The workload is sustained and internally integrated
- The organisation can define the mandate, authority and growth path
- The cost of repeated external handoffs exceeds the benefit of flexibility
